Launcher bar should use smart blur, not transparency

Bug Description
I think that Launcher Bar's transparency is inconsistent with all other Unity elements: Dash, HUD, even Launcher's context menus and Launcher itself when we open Dash (!) - all they use smart blur and only Launcher bar (in passive state) uses transparency.
Smart blur against transparency:
Pros:
- it will look nice (we can see how it looks in Windows 7)
- from UX point of view: we will not disperse our attention to the background image
- it will be consistent with Dash HUD, Launcher context menus and Launcher in active state (look'n'feel)
Cons:
- I don't see any serious cons
