We would like serials records with holdings data in the 866 field or with issuances to be visible in the public catalog, even when there are no units attached. We have several libraries that do not circulate serials and, therefore, may not have a need to create units. Ideally, we would like these records to appear in the catalog without adding fake copies to the record.
