Panel says "Ubuntu Desktop" in Workspace Switcher view, even when panel is associated with a different window

Bug Description
The version of Unity I am using is 5.10.0-0ubuntu6.
When in the workspace switcher view, the panel says "Ubuntu Desktop". However when there is a maximised window, clicking and dragging downwards from the panel (including over a different workspace) shows that the panel belongs to that maximised window even in the workspace switcher view as the maximised window moves with the cursor. I have attached a video to make this more clear.
I think it is expected that if a window can be manipulated by dragging down from the panel in the workspace switcher view, the name of the window that the panel is associated with is given in the panel instead of "Ubuntu desktop".

currently its saying 'Ubuntu Desktop' but its supposed to be 'Workspace Switcher' see bug 992516 for that.
