AI runs out of wood in desert

Bug Description

When the AI has a starting position near to a desert where trees grow very badly, it runs easy out of wood. As an example, you can play the map "The big lake", watch the sixth player (brown).

I have two ideas:
1. Foresters should preferredly be built on grass (or at least not in desert). If they have planted some trees that grow, the AI will decide to build a lumberjack near those trees.

2. The AI should give the constructionsites of lumberjacks (and maybe foresters) a priority for trunks (maybe also for stone and blackwood/wood/planks if needed). If the AI is short on trunks, this will help to get out of that problem faster.

This is hopefully fixed by Tibor's AI branch (he has worked on the way the computerplayers deal with wood IIRC).

'Wood economy' - was much improved, f.e. I just run the mentioned map and AI (6th player) within first 20 minutes built 3 lumberjacs and 4 rangers. There is still a lot of room for improvement though.
As for type of soil vs buildings built there - the AI (old and my new) does not check this at all. It might be usefull, for farms or so. But when talking about desert maps, I am not sure if using scarce grass for trees is the best idea...

So wl-zocker or whoever is interested can check the current behavior.... now it is rather finetuning then complete rework.
