Switching multiple windows of one programm doesn't work correctly

Example given:
I have 3 windows open,
(1) eclipse
(2) Firefox Window 1
(3) Firefox Window 3

When I'm now switching through the list with alt+tab I ave the following representation in the switcher:
(1) Eclipse
Firefox
  -> (2)
  -> (3)

Now I'm going to window 3 through tabbing, do some work there and press Alt+Tab to go back to eclipse. Eclipse opens.
Do some work there, then Alt +Tab again

Expectation:
Window 3 (where I've been before going to eclipse) opens

Current behaviour:
Window 2 opens
