Also does not work with "addressbook.db0" or any other evolution contacts list in either the .local directory or as saved in the Documents folder by Evolution.

Note that:

/usr/lib/evolution/3.2/evolution-addressbook-export --format=csv >contacts.csv

does work to export the addressbook to a csv file in the home folder and that Libreoffice can link to that csv file, so this can be worked around manually.

Ho-hum.
Nothing here.
I've used versions of Ubuntu since 8.04 and this has never worked as described and has never been fixed. Now Ubuntu has switched to Thunderbird and I see comments on the web that Libreoffice in Ububtu cannot hook to that addressbook, either. I guess the plan is to leave this broken forever.
Funny. Libreoffice as supplied by the LO group DOES work. Canonical takes that and breaks it before putting it in Ubuntu.
