Launcher icons go into 'move position' mode too quickly

Bug Description
Ubuntu 3D, Ubuntu 12.04 clean install then fully updated.
I mouse click on a Launcher icon to start an app, say firefox whatever, and the app does not start as I expect it should.
I mouse click on the icon very quickly, with a very brief click, and the app starts as I expect
I wondered what was wrong - I sometimes noticed the icon make a small movement, and thought at first that I was not simply clicking but maybe also moving. But not so, my mouse skills are good and my dexterity is good. What seems to be happening is that I am not releasing the click fast enough. Even though for me, the mouse click I normally use is quite fast, the launcher icon still has long enough to often behave as if I was holding the click down in order to move icon position. Which I am not, I just want to start the app and it often does not start.
Adjustment of the 'Settings, mouse, double click speed' do not seem to make any difference.
I would guess that the speed of click required for Launcher app start event seems to (intuitively) be aproximately 75 milliseconds or maybe less. Anything longer than that does not start the app(!) but only enables icon move.
This short time is on the lower limit (or below the limit) of my own comfortable mouse use. I need it to be nominally twice as long, if not adjustable(?)
If there is a file to edit please let me know?
I am beginning to ignore click start of icons but to use right click on the icon, and menu, which is less optimal.
