Dash does not fully function with document viewer in full screen mode

Bug Description

If a document (in my case a pdf) is opened in document viewer (full screen) the unity interface does not fully respond. Have not tested with any other applications but the bug remains regardless of filetype opened in document viewer.

Steps to reproduce:
1. Open a pdf in document viewer (evince) in fullscreen mode.
2. Press Super to open the dash.
3. Hover the mouse over the launcher icons.

What is expected to happen:
1. On hovering over the launcher icons, the icons should be colored

What actually happens:
1. The launcher icons are still dull, inactive

This is a dual boot configuration (win 7 and ubuntu ) if that makes any difference.
