Bug Description

Fresh install of Ubuntu Desktop 12.04 LST. Select Language Support in Control Center. Informed language packages not installed (libreoffice-help-en-gb & libreoffice-l10n-en-gb). Accepted offer to install which failed with report about error connecting to dbus (I think). Re-tried and installation froze. Cancelled and retried (for third time) and succeeded.

1. Why is package not installed during operating system / libreoffice installation when the system seems to know it is required?
2. Failure to install when requested would appear to be a bug.
