The error message in your logs is:

Setting up resolvconf (1.63ubuntu11) ...
ln: `/etc/resolv.conf' silinemedi: İşleme izin verilmedi
dpkg: error processing resolvconf (--configure):
subprocess installed post-installation script returned error exit status 1

This translates as:

ln: `/etc/resolv.conf' deletion failed: Operation not permitted

Please show the output of the command 'ls -l /etc/resolv.conf' on the affected system.

status: New → Incomplete

Why do you think are we getting all these duplicate reports in the same language?

No concrete idea yet because I don't know what kind of wrong configuration
is resulting in the error in the first place. But it's probably some cargo
culting spread through a local community.

Submitter: Please do

    sudo chattr -a /etc/resolv.conf
    sudo dpkg --configure -a

The submitter reports that "sudo chattr -a /etc/resolv.conf" fixed the problem.

This has more duplicates but only affected three people.

It's possible that we won't get any more reports of this since it's not terribly sensible to set the "a" attribute on resolv.conf.

I think that we should either fix this by clearing the "a" attribute along with the "i" attribute or set it to "wontfix". I'd vote for the latter.

Since there have been no new reports of this issue for a while and the damage seems to be localized to a single community, I agree that we should not change the package for this.
