Incorrect config used for vexpress kernel

The vexpress hwpack we were testing for the 12.04 release [1] has an incorrect kernel config. This is not one produce from the kernel config fragments in the linaro-linux tree or the version from the ARM LT tree [2] (which should be the same as that.)

The config used for the hwpack kernel has many different configs, but specifically, the network driver is broken by
CONFIG_REGULATOR=y

We need a new vexpress kernel package producing using the config produced by:

    ARCH=arm scripts/kconfig/merge_config.sh configs/linaro-base.conf configs/ubuntu.conf configs/vexpress.conf

plus any new options enforced by the Ubuntu Precise packaging scripts.
