Bug Description

The edevelop.org domain name isn't owned by the Enlightenment DR17 dev team anymore.

The last officials E17 repositories for Ubuntu are on packages.enlightenment.org and don't seems to be up to date :
deb http://packages.enlightenment.org/ubuntu jaunty main extras
deb http://packages.enlightenment.org/ubuntu karmic main extras
deb http://packages.enlightenment.org/ubuntu lucid main extras

You also can try the officials E17 repositories for Debian, also on packages.enlightenment.org :
deb http://packages.enlightenment.org/debian lenny main extras
deb http://packages.enlightenment.org/debian squeeze main extras
deb http://packages.enlightenment.org/debian sid main extras

"seanbw" is the only person in charge of the E17 "repository" project. (And maybe a true Enlightenment PPA, including the last stable release of DR17, EFLs & EFL based programs is something wanted, but not existing today.)
