apic and/or acpi problems with Dell latitude C800

Bug Description
with a default ubuntu system, this computer systematically freeze on any
"laptop" event like special keyboard key :
* change brightness
* change volume
* toggle lcd expanding
* enter bios setup
* enter suspend mode
of other event like
* plug/unplug the AC
however, the battery applet seems to work (show a 100% AC if the AC if plugged)
"noapic" and "nalapic" boot parameter resolve the problem (no more freeze),
brightness works and AC is detected but volume, suspend and bios setup buttons
have no effect.

Err. In fact the volume related combinaison are correctly handle by gnome
keyboard shortcut manager once assigned.
