Explanation of the Ubuntu delta and why it can be dropped:
  * Bump maximum version of libsoup to 2.37.9999 (LP: #935418)
Package builds without it

Explanation of FeatureFreeze exception:
FTBFS in Ubuntu, no reverse dependencies, unseeded
