scale plugin does not work until restarting compiz

Bug Description

On my machine the scale plugin is triggered by the top left edge. Trying to scale windows on a newly started session will not do anything. If compiz is restarted after changing settings in compiz-config-settings-manager or with compiz --replace, the plugin will start working again, but after relogging or restarting it will stop again until restarting compiz.

Edit: It seems that using Win + W always launches scale properly, so it is a problem with triggering it with the left corner.

I used gconf-editor to change the following settings:

compiz-1 > general > screen0 > options > active_plugins

and I moved scale to the bottom of the list. Scale now works; however expo didn't. I then moved expo to be below unityshell, but above scale. It now works too.
