tooltip text for bottom toolbar items hidden by taskbar

Bug Description
Inkscape 0.48.3.1 r9886
Widows 7 x64 SP0
Steps to reproduce:
1. Start up Inkscape (with or without a file).
2. Maximize Inkscape to full screen.
3. Move your mouse to the bottom toolbar and hover it over any of the objects there (use the zoom as an example) to display the tooltip for the item.
What happens:
The tooltip for zoom is shown, however it's completely hidden by the Windows 7 taskbar (you can see the box, hiding under the taskbar, just can't read it as the text is completely blurred).
What should happen:
The tooltip for zoom should be shown overtop of the Windows 7 taskbar.
This is a regression from 0.48.2 as in that version, the tooltip was shown correctly overtop of the Windows 7 taskbar.
Also, I've been able to duplicate this with a brand new preference file, so there is nothing corrupted in my personal preference file causing this to happen. Just wanted to say that before you asked.

Probably related to the newer Gtk+ stack used for the Windows port of Inkscape 0.48.3.1.

reproduced with Inkscape 0.48.2, 0.48.3.1 and trunk built with Gtk+/X11 2.24.10 on OS X Lion (tooltips show beneath the dock),
not reproduced Inkscape 0.48.3.1 and trunk built with Gtk+/Quartz 2.24.10 (tooltips of status bar widgets show above the dock).
