[FFE] sync nginx 1.1.19-1 from Debian unstable

nginx 1.1.19 includes an update for a security problem, fixes a licensing issue with OpenSSL, and adds a few small new features. It would be good to have the latest version in precise. I don't believe there is a risk of major regressions.
