Make bot name subscribed to LP reports configurable

Bug Description

When Apport reports a bug in Launchpad, it subscribes the retracing bot (https://launchpad.net/~apport) to the bug report. However, the bot doesn't retrace bug reports for third-party projects such as elementary, and the name of the bot subscribed to the report is hardcoded in apport/crashdb_impl/launchpad.py, lines 174 and 178. Please make bot name configurable so third-party projects can benefit from automatic retracing too.

Same goes for the team to subscribed to the retraced report. ~ubuntu-crashes-universe are not expected to look into crashes of third-party projects.

Fixed in trunk in http://bazaar.launchpad.net/~apport-hackers/apport/trunk/revision/2329 . You can now set both in crashdb.conf. (or a file in crashdb.conf.d/).
