NM indicator missing some menu items at boot until dis- and re-able networking

Bug Description

When my computer boots up with a wired network connection, the network connects and works OK, however items (e.g. VPN options) are missing from the network-manager applet.

I must disable / re-enable networking to get the remaining options to appear.

Just saw this on upgrade to "precise". I'm also running Unity 2d because of a compiz problem
