gnome-screensaver can be killed with Alt+SysRq+F

Bug Description

As per the debian bug report found at [0] it is possible to use the keyboard combination Alt+SysRq+F to invoke the oom killer and sometimes (as a result) terminate the running gnome-screensaver.

We should change the default sysrq to something like debian did in their 2.6.32-9 kernel:

* Restrict access to sensitive SysRq keys by default.

We changed the default sysrq value in procps (1:3.3.3-2ubuntu2) quantal
