desktop menu accelerators not working

When the unity desktop is focused, the menu accelerators do not work.
To reproduced the bug:
  -> Focus the desktop.
  -> Make sure 'Ubuntu Desktop' is the title.
  -> Type ALT-F or any other menu accelerator (ALT-E, ALT-V, etc.)
What is expected:
  -> The menu is opened.
What happens:
  -> Nothing
