Bug Description

Per the discussion we just had.

I don't particularly care if you keep the word "popper" or eliminate it. I don't particularly care if we internally and externally refer to it as ux2 or popper. Let's just be clear what we wind up doing.

Assigned to balazs for javascript bug. Seems to be related to bottlecap changes just before I started this move. Stuff has been moved under ux2.

chatter microtemplate is not loading, looks like mustache templates are not added to the layout?
