Bug Description

Multiarch support for libpaper is needed to cross-compile cups (as well as being a generally good thing). An upstream bug already exists but until that is uploaded a local upload with attached patch would be useful. co-installable libraries are needed for this package because cups depends on both ghostscript (BUILD_ARCH) and libpaper-dev:HOST_ARCH, which in turn depends on libpaper:HOST_ARCH. But ghostscript also depends on libpaper1 (BUILD_ARCH) so it must be possible to install both at once for cups to be cross-buildable.

The attachment "libpaper-1.1.24+nmu1build1-multiarch.patch" of this bug report has been identified as being a patch in the form of a debdiff. The ubuntu-sponsors team has been subscribed to the bug report so that they can review and hopefully sponsor the debdiff. In the event that this is in fact not a patch you can resolve this situation by removing the tag 'patch' from the bug report and editing the attachment so that it is not flagged as a patch. Additionally, if you are member of the ubuntu-sponsors team please also unsubscribe the team from this bug report.

Perhaps you could just upload the NMU to Debian and we can sync this into quantal? The Debian maintainer gave his OK in http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=649672#30, so there's no point in carrying a local diff for this.
