"Read-only" infobar buttons not clear

Bug Description

At first glance, it's unclear what the "Yes" and "No" are going to do on the infobar that shows up when opening a read-only file. From the HIG, "button labels should consist of an Action... Make sure that a button's label clearly describes what will happen when it is pressed."

"Yes" and "No" are not actions. I propose something more like:

"You can't save changes to filename.foo. [Dismiss] [Save as New File]"

Almost there. :D As mentioned in bug 977665, the buttons should still be side-by-side, with the primary action (Save as New File) on the far right. Also, please match the capitalization, and I think matching the exact phrasing would be good.

"You can't save changes to filename.foo. [Dismiss] [Save as New File]"

So that means removing the colon ":" and the question afterwards since the actions replace the question.
