Thanks for your bugreport, I don't quite understand.

software-center does not need to run as root for a start, what exactly is the error in question?

It seems similar to Bug #899679 https://bugs.launchpad.net/ubuntu/+source/software-center/+bug/899679
The symptoms are the same but in addition Application lens doesn't work.
This appeared after:
1) upgrading Ubuntu 10.04 to 12.04 using Alternate CD, some packets were updated from the Net. (PPA were disabled before the upgrade, "old" packages were not removed);
At this point software center did crash sometimes. Not sure if Application lens didn't work at this moment. Alt-F2 has been working.
2) updated software center using Synaptic.
Summary: software-center (or appliactions called by it) continue crash. Application lens don't work.

Could not get error output when software-center was run on behalf of normal (sudo)user. Being run as root it showed (LANG=RU-ru.utf8):
