Alt + F on desktop fails to open file menu

Bug Description

Running the checkbox tool on the latest 12.04/unity ppa

Running the test:

1. Click on the desktop
2. Press Alt + F (or any accelerator corresponding to the "File" item in your language)
   -> Desktop menubar appears, first menubar item is selected and its menu appears

Part 2 fails and doesn't respond to any accelerators.
