Document in Release Notes that installing from WUBI has been depreciated, and other ways to do this.

Installing from Wubi hasn't been deprecated, but we should document that you can now only install from Wubi using the standalone executable and not from an Ubuntu CD.

A question regarding this has already been raised on the Lubuntu mailing list so would it still be possible to add a bit about the need to download wubi.exe separately to the release notes?
