Position of window controls not consistent when maximizing a program.

Bug Description

Since the decision in 12.04 to keep the launcher from auto-hiding, maximized window controls move to the right corner above the Ubuntu button instead of staying directly above the program itself. Not sure if much can be done without having to mess with the global menu's position but I wanted to point it out.
