sometimes cant scroll to the bottom in one go

Bug Description
not quite sure what triggers this, but sometimes i can't scroll to the bottom a window, because the mouse reaches the bottom of the screen, before the end of the scroll bar. i then have to let go and grab the scroll bar higher up.
