New window-splitting bug

Bug Description

Using r918, if I open a python script and press C-c C-c, the window splits into two, one showing the python script and the other the *Ipython* buffer (I have py-split-windows-on-execute-p set to t). However, if I leave the cursor in the script buffer and press C-c C-c again, now the script buffer disappears completely and I am looking at two copies of the *IPython* buffer.

A more minor request:: The first time I press C-c C-c, when the window splits, it leaves the script buffer at the bottom and the *IPython* buffer at the top. Could this be reversed...?
