--compress in 2.0 should be incompatible with --stream=tar

Bug Description
--stream=tar cannot be used together with either --parallel or --compress due to TAR format limitations. That's why the xbstream format was introduced in 2.0.
When the --parallel option is specified together with --stream=tar, xtrabackup prints a warning that --parallel has no effect and suggests to use --stream=xbstream.
However, when --compress is used together with --stream=tar, xtrabackup silently creates a broken backup. It should fail with an error instead, suggesting to either use xbstream, or don't use compression at all.
