instance polling broken for non-admin

When logged in as a non-admin user, polling is broken on the instances table. Polling never starts when launching or terminating instances and the Horizon log shows a 401:

[02/Apr/2012 09:44:23] "GET /nova/instances_and_volumes/?action=row_update&table=instances&obj_id=c5d84599-ca47-4114-b38c-7dc9594c4df9 HTTP/1.1" 401 0

This is with a fresh devstack and horizon.
