[unity-2d] UI Freeze exception for HUD redesign to Unity2d

Bug Description

There has been a request from the Design team to not hide the launcher when the HUD is shown and the launcher is on always show behavior.

Please find the ready-to-merge (approved by both the code and design teams) MR for this feature attached to this bug report.

There are tests added that verify the new functionality works. Old tests (for autohide launcher) still pass.

+1 from the Docs team. This was already done for Unity 3D so I consider this a bug fix to reduce the diff between 2D and 3D. Our documentation only gives a brief explanation of Unity 2D anyway.

Based on the fact that this will get the Unity 2D and 3D behaviours better in synch, and no impact to the docs team. Approved.
Please make sure this lands by April 5th though... we're getting pretty close to final freeze.
