Unity-greeter's language/keybord selector does not work in combination with LDAP accounts

Bug Description
Currently, unity-greeter populates the keyboard indicator using the list of keyboard layouts provided by AccountsService.
Im combination with LDAP, there is no list of users and unity-greeter does not query AccountsService for this list.
There also is no manual way to populate the keyboard indicator widget with preset values.
In an Enterprise setting, with LDAP based accounts, the keyboard selector will not be available to users and only the default layout can be selected.
