NTP server has to be restarted to work

Binary package hint: ntp

I've installed Feisty on my Notebook. But it refuses to set time with NTP after booting:
andreas@andreas-laptop:/var$ ntpq -p
No association ID's returned

Then I stop NTP daemon:
andreas@andreas-laptop:/etc/init.d$ sudo ./ntp stop
 * Stopping NTP server ntpd [ OK ]

Restart it:
andreas@andreas-laptop:/etc/init.d$ sudo ./ntp start
 * Starting NTP server ntpd [ OK ]

And there it is:
andreas@andreas-laptop:/etc/init.d$ ntpq -p

I think this is problem with assigning the WLAN via Network-Manager - may be this is too late for NTP :-(

Indeed it seems NTP should not be started before a network is available. Please look at the comments in the bug above.
