Changes in "Language for menus and windows" don't seem to have effect (can't change language)

Bug Description

Dear Friends,

I'm ordering the languages around and log out and back it and I always get English.

With another user on the system this problem is not occurring.

This must be something related to my own user configuration in my home directory.

Please instruct me on how to provide a valuable debug on this issue.
