Window restores to weird size after half-screen placement

Bug Description

If you place a window to one side of the screen either using Super+Left/Right or dragging it to the edge of the screen, it loses its size.

In previous versions of Ubuntu you could get the window back to the original size by dragging it away from its position. You can see how that happens if you use Ctrl+Alt+Numpad Up/Down and drag the window to the center. Now it gets some weird height that sometimes is the original, but often not, while retaining the half-screen width. There's no logic I can see to the behavior.

To reproduce:

1. Open the home folder.
2. Resize the window to the smallest possible size.
3. Press Ctrl+Alt+Numpad Up.
4. Move the window : it restores to the small size.
5. Press Super+Right. (Press Super again twice to deal with the overlay bug.)
6. Move the window: you get some other size.

(Alternatively, press Super+Down (restore) in step 6 for the same result. That does nothing in step 4.)
