In Unity 2d there is no shadow below panel, but in Unity it exists.

This is NOT a duplicate of bug #871760 as stated, they are completely different issues.
The referenced bug affects panel shadowing on maximized windows in UNITY 3D, this one highlights that there is no panel shadow at all in UNITY 2D with metacity composite effects enabled.
It looks strange and out of place when windows are shadowed but the panel/menubar/top bar isn't.
