This bug is fixed in Debian, but still present in Precise:

This is fixed since setools 3.3.7-1, unfortunately that package includes a host of other changes and it's unlikely to be synced after beta2. I am preparing a debdiff with the fix for apol only so that TCL modules will always be compiled against the current TCL version.

On Ubuntu 12.04.2 LTS this is still an issue
