plugins bailer and detection enabled after upgrade causing screen flickering and corruption

Bug Description

Oneiric to Precise upgrade

This is one instance of bug 963633 but I file it separately to avoid the confusion of the forementioned bug that is accumulating possible different causes.

TEST CASE:
1. Install a fresh Oneiric and apply updates
2. Change some settings to make sure they are preserved on upgrade (background, trackpad settings, ...)
3. Upgrade to Precise:
   $ update-manager -d
4. Proceed with the upgrade and reboot
5. Login

ACTUAL RESULT:
The screen is flickering, there is massive display corruption, a black strip appears below the panel.
unity --reset fixes the problem

Comparing the configuration after upgrade and after the reset shows that the plugins bailer and detection were active and disabling thme fixes the issue.
