"Report a problem..." fails with connection timeout

Steps to reproduce:
System --> Report a problem...
a window appears:
  Uploading problem information.
  The collected information is sent to the bug tracking system. This might take a few minutes. [Cancel]
  there is a progress bar with a moving blue bar.
After a few minutes, a new window appears:
  Network problem:
  Could not upload report data to Launchpad:
  <urlopen eror (110, 'Connection timed out')>
  [Close]

System information:
PC behind a network proxy. Both manual and automatic proxy configuration tried.
"feisty" version of Ubuntu, which I have had since 2006, with regular updates.
from /etc/apt/sources.list:
deb http://se.archive.ubuntu.com/ubuntu/ feisty-updates main restricted
deb http://se.archive.ubuntu.com/ubuntu/ feisty universe main restricted multiverse

What else do you want to know?
I don't know which program this is.
Version of gnome-control-center: 1:2.18.0-0ubuntu2
