Unity panel and dash flickers when interacted with

Bug Description

The unity panel and dash flickers when mouse is moved through it or when items are clicked. No functionality issues are noticed, only graphical issue exists. The shadow of the panel is displayed with no opacity and abnormal width. I tried to take a screen shot of the issue, but in the screen shot the windows and panels are seen normal. Dont know why its happening like this.

The issue does not exists when Animations Effect in CCSM is disabled.
