Bug Description
Due to the fact that project creation in Gerrit requires admin permissions and thus cannot be done automatically by cronjob, the process of their creation is compex and requires manual changes back and forth in few places.
Achieve the situation when Gerrit admin can just run a script locally with special command-line argment to achieve the needed effect.
