Muttonchop should be able to read a system wide config file

Bug Description

Muttonchop currently checks for a muttonchop.conf in ~/.muttonchop/muttonchop.conf or $PWD, which is fine if muttonchop creates said muttonchop.conf in the users .muttonchop/ dir. It would be handy if muttonchop could check for a muttonchop.conf in say, /usr/share/muttonchop/muttonchop.conf if no muttonchop.conf is found in a users .muttonchop/ dir as a fallback/reference for the user.

If MC is going to run as a daemon, it would probably be a good idea to look for /etc/muttonchop.conf

making a default file (if one doesn't exist) that the user can edit later is also a good idea.
