This package is required as it is a dependency for MAAS (LP: #961344).

Ubuntu contain only released version of this package. The code is in [1]. Upstream is very active.

Looks fine. However, there's a test suite in south/test that looks interesting. Do you know how to run it? setup.py test doesn't seem to. If it's not a suite meant for automated running, that's fine. But worth investigation.
Would also be nice to see a bug subscriber.
