Bug Description
QuantumManager was calling melange with instance IDs instead of instance UUIDs. We should not be leaking the IDs out of nova. This is now fixed as of 3/21, but the IDs are still in some old production environments.
This bug was fixed in Nova at some point, but we need an optional migration to clean up the data.

Migration 002 will explain how to clean up the IDs, if you have IDs in your DB instead of UUIDs
