Cant invoke alt-tab window with shift depressed

alt-tab and ctrl-alt-tab invoke the alt-tab switcher dialog.
alt-shift-tab and ctrl-alt-shift-tab do not.

Should shift+alt+tab not also bring up the alt-tab window?
