belongsTo should validate on tenant ID not name

Bug Description

The belongsTo validation was changed as per lp#949648, and this is not correct. it should be changed back to be validated against the ID. We have validated within rackspace (the only users of belongsTo) that ID based validation is a-ok. Also the name is not unique, and the ID is.
