Feisty Keyboard does not use correct default setting

Bug Description

I set up the initial install of Feisty Beta with a UK keyboard setting but it was not picked up as default in the user accounts which had US layout set as default. I added UK English using keyboard layout but could not get UK layout to stay as default - I managed to work around this by deleting US layout entirely and leaving UK layout as the only option - but I had to do this for every account.

This bug still exists in Intrepid, keyboard preferences are set to provide a different default than that used after login.

Obviously the proposed workaround of deleting one of the keyboard layouts is not effective if one wants to use more than one keyboard layout.

As I said, this bug existed in Interpid too, which has not reached EOL. Haven't tested it recently or on more recent releases though.

As far as I can remember/tell it is fixed in Lucid and Maverick.
