Terms will show inside USC dialog with unhelpful header+footer+padding

Bug Description

Ubuntu Software Center doesn't yet, but will, open a dialog containing the terms of use for purchasing software.

Because they are inside a dialog, the terms should not contain the usual header, footer, or outside padding for a Web page.

This could be achieved using an &format=plain URL parameter, or something like that.

The proposed fix adds a plain version of the ToS on /cat/tos/plain/, instead of reusing the url that's there already with a GET argument. Please comment if that's not ok :)
